Minimum wage rates in Norway

As part of the broader wage adjustments taking place across Norway in 2025, the Norwegian Tariff Board and the Labour Inspection Authority have announced new statutory minimum salary levels, effective 15 June 2025. These changes will affect industries subject to the general application of collective agreements.

While many employers in Norway follow collective agreements either directly or by mirroring their terms, statutory minimum wage levels apply regardless of whether a company is formally bound by such agreements. As a result, employers across multiple sectors must ensure that their wage practices are aligned with the updated statutory minimum rates.

The minimum salary levels effective from June 15, 2025

Below is a summary of the revised rates for each relevant sector.

Construction

  • Skilled workers: NOK 264.32 (up from 250.30)
  • Unskilled, no construction experience: NOK 239.61 (up from 226.90)
  • Unskilled, ≥1 year construction experience: NOK 249.00 (up from 235.80)
  • Workers under 18 years: NOK 162.44 (up from 153.83)

Electricians

  • Skilled: NOK 270.45 (up from 257.79)
  • Other workers: NOK 241.77 (up from 229.11)

Maritime Construction Industry

  • Skilled: NOK 216.79 (up from 211.79)
  • Semi skilled: NOK 207.14 (up from 202.14)
  • Unskilled: NOK 197.61 (up from 192.61)
  • Overnight supplement – Skilled: NOK 43.36 (up from 42.36)
  • Semi skilled overnight supplement: NOK 41.43 (up from 40.43)
  • Unskilled overnight supplement: NOK 39.52 (up from 38.52)

Fish processing enterprises

  • Skilled workers: NOK 240.96 (up from 231.15)
  • Production workers: NOK 225.96 (up from 216.15)

Freight Transport (Road Vehicles > 2.5 t)

  • All employees: NOK 229.00 (up from 222.00) 

Agriculture & Horticulture

  • Vacation/harvest workers (under 18): NOK 142.90 (up from 135.90)
  • Over 18, beginners (≤12 weeks): NOK 162.90 (up from 155.90); 12 weeks–6 months: NOK 168.40 (up from 161.40)
  • Permanent unskilled: NOK 182.80 (up from 175.80)
  • Under 18 (permanent): NOK 152.40 (up from 145.40)
  • Skilled supplements: NOK 14.50 (up from 14.00) 

Hotel, Restaurant & Catering

  • Under 17: NOK 142.58 (up from 135.58)
  • 17 years old: NOK 152.08 (up from 145.08)
  • 18: NOK 166.34 (up from 159.34)
  • Over 20 / ≥4 months’ experience: NOK 204.79 (up from 197.79)

Passenger Transport by tour bus

  • Employees: NOK 218.62 (up from 213.62)

Cleaning Sector

  • General cleaning staff: NOK 236.54 (up from 227.54)
  • Under 18: NOK 185.55 (up from 176.55)

What employers should do now

All Norwegian employers operating in these sectors in should:

  • Review employment contracts and pay structures to ensure compliance from 15 June 2025
  • Update payroll systems and communication to employees
  • Take into account age, experience level, and sector-specific provisions when applying wage adjustments
